Terms of Reference for Consultancy to conduct Baseline Survey for AFSC Project in Somalia

Background

American Friends Service Committee is a Quaker organization that includes people of various faiths who are committed to social justice, peace, and humanitarian service. Today, with international headquarters in Philadelphia, AFSC work is based on principles of the Religious Society of Friends, the belief in the worth of every person, and faith in the power of love to overcome violence and injustice. AFSC has more than 100 years of experience building peace in communities worldwide and works in the following ways: accompaniment, lobbying, quiet diplomacy, economic development, and humanitarian assistance. AFSC seeks to change situations and systems that lead to violence. Much of AFSC work includes support to opportunities for dialogue and capacity building led by the affected communities.

About the Program

AFSC together with Lutheran World Federation are implementing a three-year program dubbed DADOKI from 1st August 2022 to 31st July 2025 that aims to contribute to enhanced resilience and social cohesion among Somali communities in the program target area; Dadaab, Dhobley, and Kismayu.

The program targets the Somali population in Dadaab, those on the move (either from Dadaab to Somalia or vice versa), as well as the ones settled in, Dhobley and Kismayu. The main program participants are IDP, refugee returnees, Somali migrants, and some of the less advantaged local communities both rural and urban-based, and the ethnic minorities who suffer a high risk of vulnerabilities with a focus on women and girls, PWD/CWDs, and youth. This project seeks to address intercommunal hostilities, denial of women’s and girls’ rights and high poverty levels.

Specifically, AFSC will implement the program through two project partners in Somalia-Kismayu, Dhobley and Kenya- Dadaab Refugee Camp. AFSC will work with these communities to enhance social cohesion and community-based psychosocial support. This will be by training the youth and community leaders on nonviolent conflict resolution, engaging them in community social integration, having youth take lead in civic engagement, working with girl mothers and community-based counsellors for trauma healing and mental wellness.

Objectives of the consultancy

The overall objective of the consultancy is to conduct a baseline in order to;

  • Collate and synthesize data on the number of female and male refugees, migrants and IDP along the migratory corridor; Dadaab, Dhobley and Kismayo, who receive psychosocial support, who are also the main providers of psychosocial support.
  • Document factors contributing to trauma and mental health among female and male refugees, migrants and IDP along the migratory corridor; Dadaab, Dhobley and Kismayo
  • Establish the effects of trauma and mental health among female and male refugees, migrants and IDP along the migratory corridor; Dadaab, Dhobley and Kismayo
  • Synthesize data on the number of female and male community members including youth engaged in conflict resolution and factors that motivates them to engage in conflict resolution.
  • Establish conflict resolution mechanisms in place that benefits female and male members of communities
  • Map out and establish major players who contribute to conflict resolution and psychosocial support among refugees, migrants and IDP along the migratory corridor; Dadaab, Dhobley and Kismayo.
  • Identify, review and analyse various national laws and policies, ordinances and by-laws and necessary protocols in place, nationally and regionally to enhance social cohesion among refugees, migrants and IDP along the migratory corridor; Dadaab, Dhobley and Kismayo.

The consultant is expected to:

1) provide Inception report: A concise inception report, including proposed approach, design and methodologies for the study.

2) Present a detailed workplan upon contract signing

3) Present data collection tools to be discussed and agreed upon with AFSC.

4) Draft baseline report in English: A maximum of 40 pages (calibri 12), excluding annexes, case studies and executive summary. We encourage the inclusion of innovative communication products to convey the key baseline findings to the target groups.

5) Present and validate findings: The consultant is expected to present the draft baseline report to AFSC, implementing partners and relevant stakeholders for validation and target setting objectives.

6) present final baseline report with similar requirements as draft baseline report

Consultancy period

The consultancy is expected to run from 30th November 2022 to 20th December 2022. The final report should be submitted by 30th December 2022.

Applicant Requirements

Qualifications of the Consultant

AFSC is seeking qualified, experienced, proactive, and dedicated expert with knowledge in conducting projects baseline surveys.

Required skills and experience:

  1. The consultant should hold at least Masters-level training in project management, monitoring and evaluation, social sciences, applied statistics or any other relevant field.
  2. Minimum five years relevant experiences in conducting baseline surveys, evaluations for development programmes in Somalia context.
  3. Excellent understanding of displacements and migration in Somali context.
  4. Proven track record on quantitative and qualitative data collection tools and analysis and participatory approaches
  5. Experiences in using theory of change.
  6. Strong interpersonal skills and ability to work with people from different backgrounds to deliver quality products within a short time frame
  7. Experiences and/or know-how of project implementation at the community level
  8. Be flexible, responsive to changes and demands and open to feedback
  9. Excellent writing and oral communication skills in English.
